BDA Allotment Rules &
Cost Structure

Who Can Apply

Eligibility Criteria

Domicile Requirement: Karnataka residents are eligible. Certain categories require valid proof of residence.
Income Limits: Specific income caps apply for Economically Weaker Section (EWS) category applicants.
Single Application Rule: Only one application per eligible family or individual is generally permitted.
Disqualification Rule: Individuals possessing existing ownership of BDA, CITB, KHB, or House Building Cooperative Society sites/houses are ineligible.

Earnest Money Deposited (EMD)

Act 1984 · Rule 9

As per BDA (Site Allotment Rules) Act 1984, Rule 9, applicants must submit an initial deposit based on their category:

SC / ST / CATEGORY-1

5% of the total value of the site as initial deposit upon filing application.

GENERAL & OTHER CATEGORIES

12.5%

12.5% of the total value of the site as initial deposit upon filing application.

Refund Guarantee: EMD deposit will be completely refunded if allotment is unsuccessful.
No Interest Clause: BDA is not liable to pay interest on deposited EMD funds.
Adjustment: Upon successful allotment, the EMD amount is directly adjusted against the total value of the site.

Procedure of Allotment

Priority Logic

The BDA allotment procedure follows a structured, transparent priority ladder:

Primary Metric — Number of Attempts (Seniority)

Applicants who have applied the highest number of times receive top priority in allotment.

Example: An applicant who has applied 5 times gets priority over an applicant who has applied 4 times.

Tie-Breaker Rule — Age of Applicant

If there is a tie among applicants with equal attempts (e.g. at cut-off of 4 times), priority is given to age.

Example: When site allotment is due for four-time applicants, the senior-most applicant by age will be prioritised first.
